Shangri-La Dialogue  while U.S.-China Tensions Persist

SINGAPORE — The 22nd Shangri-La Dialogue will open on Friday at the Shangri-La Hotel in Singapore, gathering over 550 delegates from 47 countries, including 40 minister-level representatives. French President Emmanuel Macron  will deliver the keynote address, marking the first time a European leader has opened Asia’s premier defense summit. His speech is expected to emphasize multilateralism and Europe’s commitment to Indo-Pacific stability, coinciding with the 60th anniversary of diplomatic relations between France and Singapore.

Macron Advocates for Multilateral Security Cooperation

President Macron’s address will highlight France’s strategic outreach in Southeast Asia, advocating for a rules-based international order and collaborative security efforts. He is expected to focus on the importance of dialogue and cooperation in addressing regional challenges, positioning France as a stabilizing force amid global uncertainties.

Absence of High-Level U.S.-China Bilateral Talks

Notably, this year’s dialogue lacks ministerial-level bilateral talks between the U.S. and China. China has opted to send a delegation from the People’s Liberation Army National Defense University, foregoing the attendance of Defence Minister Dong Jun. This marks the first time since 2019 that China’s defense minister is absent from the forum.

U.S. Defense Secretary Pete Hegseth is leading the American delegation and is scheduled to speak at the first plenary session on May 31, outlining the Trump administration’s defense strategy in the Indo-Pacific. His participation aims to reassure Asian allies of the U.S.’s commitment to regional security amid rising competition with China.

Regional Leaders Address Security Challenges

Malaysian Prime Minister Anwar Ibrahim is set to deliver a special address on May 31, focusing on regional cooperation and security. Australian Defence Minister Richard Marles will participate in trilateral talks with his U.S. and Japanese counterparts, discussing joint military exercises and the AUKUS partnership.

Ukraine Conflict and China’s Role

Ukrainian President Volodymyr Zelensky is expected to a surprise appearance, urging Asian nations to support an upcoming peace summit in Switzerland.  China’s support for Russia will certainly be part of his speech.
