Jakarta – The National Action Plan to Reduce Greenhouse Gas Emissions (RAN-GRK) is Indonesia’s key strategy for climate change mitigation action across all sectors. This plan includes a long list of policies and measures on transport. It further sets the framework for all 33 provinces to develop provincial action plans (so called RAD GRK) which contribute to achieve the national plan.

Except for a few, all provinces are planning transport-related measures. On behalf of BMZ and in close cooperation with GIZ PAKLIM, the project Energy Efficiency and Climate Change Mitigation in the Land Transport Sector in the ASEAN Region provides technical assistance to the RAN GRK Secretariat and to the Ministry of Transportation in developing and applying a Monitoring, Evaluation and Reporting (MER) framework for transport actions. This includes work on methodologies and reporting templates as well as assistance to Provincial Governments in using these for calculating emission reductions.

The current MER framework covers seven activity types, namely ITS, Traffic Impact Control, Parking Management, Car Free Day, BRT System, Smart Driving and Public Transport Improvement. In addition, the local expert employed by GIZ in this context supports the review of GHG baselines that have been established for the land transport sector in Indonesia under the RAD GRK process.
